SIMPLIFIED GUIDE TO CT LOW VOLTAGE LICENSING

Facts You Should Know:

Low Voltage Electrical licenses are covered under CT General Statutes Chapter 393 / Department of Consumer Protection (DPC)

A license is not required to SELL electronic security or networking in Connecticut. However, all installation and service work must be performed by licensed individuals.

Low Voltage licenses are apprenticed trades under the Department of Labor (DOL)

  • CT requires a license to work in any of the following areas:
  • Intrusion Alarm Systems
  • Fire Detection Systems
  • Access Control Systems
  • Video Systems
  • Networking Systems
  • Telecommunications Systems

Class of Licenses:

  • C-5 / Contractor - combination of Low Voltage and Telephone contractor
  • C-6 / combination Journeyperson
  • L-5 / Contractor – Low Voltage Electrical Contractor; excludes telephone / networking
  • L-6 / Journeyperson excludes telephone / networking
  • T-1 / Contractor – Telephone; Interconnect contractor; excludes alarm and video systems
  • T-2 / Journeyperson; excludes alarm and video systems
  • Licensed contractors obtain installation permits and sell services directly to consumer
  • Contractor can hire a journeyperson in the same license category as he is licensed.
  • T-1 can hire T-2 or C-6, but C is limited to license restrictions of a T-1
  • C-5 can hire L-6, C-6, T-2 or another C-5, but work is restricted to scope of
    Individual’s license category.

Upgrade of License:

An additional 72 hours of approved classroom training is required to upgrade from an L-6 to C-6 license. There is no direct route from an L class journeyperson to a C class journeyperson without additional classroom education and proof of work experience.

To upgrade from an L-5 contractor’s license to a C-5 contractor’s license the individual must first become a C-6 journeyperson (see above). After two years as a C-6 journeyperson, he/she can apply for a C-5 contractor’s license.

State education classes include but, are not limited to Basic Telecommunications, Cabling, Telecomm Cabling. CASIA currently has programs under development covering this technology.
Contact Connecticut State Labor Department for list of approved course providers in your area. CASIA has training classes under development for State approval.

CONNECTICUT – License Application Procedure

For a Connecticut resident to take licensing exam you must: (see Section 20-333 CT General Statues)

1. Be 18 years of age
2. State required apprenticeship completion; or show evidence of equal competency
Competency involves:
(a) registered as apprentice by DOL;
OR
(b) equivalent of six (6) years experience, educational and on-the-job training,
acceptable to Electrical Licensing Board (e.g., military training, or State-accredited technical school). Equivalency may vary with individual cases.


Apprenticeship Registration:

(a) Contractor must be a CT approved sponsor to enroll an individual in the program.
(b) Apprentice must be registered in the license category for which they apply (i.e. L, C,T)
(c) To register contact the DOL / Office of Apprenticeship Training
(d) Requirements for completion of program:

4,000 hours and 288 hours of approved classroom training for L-6, and 360 classroom education for C-6.
Courses are available from private institutions on a full-time day student basis or from the Connecticut Technical School System for part-time night students currently employed in the trades.
OR
Effective January 1, 2010, apprentices in CT have another option.
Successful completion of CASIA State-approved NTS CATALOG of courses
taught by CASIA NTS instructors. Classes are usually run Friday – Sunday.

  • NTS Level 1
  • Advanced Burglar Alarm Technician (ABAT)
  • Fire Alarm Installation Methods (FAIM)
  • Electronic Access Control (EAC)
  • Video System Technologies (VST),
  • Troubleshooting, Service & Maintenance (TSM)
  • National Electrical Code (NEC) Review
  • OSHA 10

(e) Pull online application (PSI Exams). Applicant should submit a copy of all supportive education and work related documentation. PSI will accept or reject. If rejected, applicant may elect to correct application or request a review before ELB.

OUT OF STATE individuals wishing to apply for CT license:

(a) Pull online application (PSI Exams) for desired class of license.
(b) Submit written qualifications with Notarized documentation attesting to equivalent work experience
acceptable to CT requirements
(c) Submit complete packet with check
(d) If rejected, applicant may elect to correct application or request a review before ELB.
